Japan Unusually Revises Guideline for Three Principles on Equipment Transfer

On August 8, the government revised the operational guidelines of the "Three Principles on Defense Equipment Transfer," which stipulate export rules, in order to provide self-defense equipment such as bulletproof vests to Ukraine, which is being invaded by Russian troops. Chief Cabinet Secretary Hirokazu Matsuno revealed this at a press conference. The supplies will be loaded onto Self-Defense Forces aircraft at bases in Japan and begin transportation on the same day. It is highly unusual to revise operational guidelines for the purpose of providing supplies to a country engaged in war.
